In an office, each floor can be connected using a wireless bridge while each separate floor can have a wireless repeater to avoid delays in data transfers.

The short version: WDS is real bridging, Universal Repeater is a form of NAT where the repeater impersonates its clients. WDS must be configured at both ends.
